The Foundation for Delaware County Launches “Family Village,” a Comprehensive Support Hub for Parents and Children

The Foundation for Delaware County has announced the official launch of Family Village, a new, integrated initiative designed to strengthen the health, stability, and long-term outcomes of families across Delaware County. Bringing together a network of long-standing maternal and child health programs under one unified identity, Family Village provides a centralized place where pregnant women, new parents, infants, and young children can access coordinated, wraparound support.

For more than 40 years, these programs have served the community—originally operating under the Crozer Keystone Health System and, since 2016, through the Foundation. Now consolidated as Family Village, the initiative aims to expand its reach and deepen its impact, serving more than 8,500 families each year.

Family Village arrives at a critical moment in maternal and child health. Nationally, maternal mortality rates have nearly doubled in just three years. Locally, Chester has the highest infant mortality rate in Pennsylvania, and recent hospital closures have further strained access to care. By establishing an integrated hub of services, Family Village offers a proactive response to these challenges.

A team of more than 65 trained professionals—over 75% certified in their fields and many with lived experience in Delaware County communities—provides support across a spectrum of services. Each family is matched with dedicated staff who help navigate health care, parenting needs, housing stability, nutrition, mental health services, and more.

Core Services Provided by Family Village

Family Village’s comprehensive program portfolio includes:

Healthy Start & Nurse-Family Partnership
Home visits from community health workers and nurses; birth and postpartum support from doulas; programs for fathers and partners; education on childbirth, parenting, and infant care.

WIC Clinics
Three countywide locations providing nutrition education, breastfeeding support, and access to healthy foods for families.

HOPE Program
Services focused on housing stability, financial literacy, and advocacy—offered at a fraction of the cost of traditional shelter care.

Mental Health & Civil Legal Aid
Support for postpartum depression, access to essential benefits, and eviction prevention assistance.

Doula Training, Services & Advocacy
Workforce development programs and policy leadership that contributed to Pennsylvania becoming the 13th state to cover doula services through Medicaid.

Family Village builds on years of advocacy and collaboration. Its work has helped inspire significant local initiatives, including the formation of the Delaware County Health Department, the Chester Community Consortium for Maternal and Infant Health, and the Delaware County Rental Housing Coalition.
These efforts reflect Family Village’s broader vision: a community where no parent raises a child alone.
